The Miami-Dade Department of Emergency Management (DEM) is developing the County’s Metropolitan Medical Response System (MMRS) Strategy in order to enhance the local health and medical community’s capabilities for responding to, and coordinating, a mass casualty or Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) event. This would be done through the provision of MMRS grant monies aimed at funding projects that develop, augment, or enhance the entire county healthcare systems and capabilities.   


In order to efficiently and effectively allocate these limited funds, DEM is requesting your assistance in completing a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis for the industry you serve. The SWOT would help in identifying the overall health and medical community’s gaps, weaknesses and areas of improvement of your current response capabilities.  The SWOT requires the cooperation of your agency and we look forward to your active participation.  This analysis will aide us greatly in identifying the areas we should concentrate the available funding towards. Please answer the SWOT as specifically as you can and be direct with your answers.
